Ha Noi (VNA) - The 11th National Assembly opens its 10th session in Ha Noi on Oct. 17.

In an opening speech, National Assembly Chairman Nguyen Phu Trong praised people and soldiers nationwide, the authorities at all levels and all economic sectors for their great efforts to overcome difficulties to obtain remarkable achievements in all fields.

Over the past nine months, the country registered an economic growth of 7.84 percent and maintained the stability of the major balances, including State budget, monetary and international payment balances. Domestic and foreign investment for development increased.

Progress was seen in the fields of culture, health care, education and training, while scientific and technological activities were accelerated.

Polictical stability, national defence and social safety and order were maintained. The implementation of the laws on corruption prevention and fighting and on thrift practice has generated positive effects, winning people's trust.

New achievements were made in foreign affairs and international economic integration.

Chairman Trong on behalf of the NA, extended regards to families, organisations and individuals that suffered losses in lives and property caused by floods and storms recently, especially the severe aftermaths of Typhoon Xangsane in central region and northern Central Highlands. The NA praised the Government for having taken practical measures to mitigate losses by the typhoon.

The NA called on all people in the country as well as overseas Vietnamese to continue giving physical and spiritual support for typhoon victims to help them stabilise their lives.

At this session, the NA will assess the implementation of the NA resolution on socio-economic tasks and state budget in 2006, said Chairman Trong.

The deputies will discuss the state budget estimate and the allocation of the central and local budgets in 2007, he said.

The NA will also debate and vote on 11 draft laws that received the deputies' suggestions at the 9th session as well as a Resolution on Law and Ordinance Drafting Programme in 2007, the NA's Supervision Programme in 2007 and a Resolution on 2007 Socio-economic Development Plan.

The NA will consider reports made by the NA Standing Committee, the Council of Ethnic Minorities and NA Committees, as well as those submitted by the Chief Judge of the Supreme People's Court and the Director of the Supreme People's Procuracy.

Reports on voters' petitions and their settlement and the results of Cabinet questioning at the previous session will be tabled for discussion.
