Ha Noi (VNA) - Various members of the National Assembly Standing Committee have agreed that businesses should only be permitted to establish at most three branches engaging in sending guest workers abroad.

The limitation is necessary and appropriate in current context and expected to help tighten control over labour export-related activities, they said during the committee's session on Sept. 27 to give opinions on a draft law on the issue.

Nguyen Thi Hoai Thu, Chairperson of the NA's Committee for Social Affairs, said the existence of many branches often lead to reckless management, thus creating loophole for these branches to collect money in contrary with regulations, recruit workers without careful selection and even misappropriate workers' money.

Businesses with many branches involved in labour export are said to let their branches run the business without supervision or even sell quotas to the branches. This causes various wrongdoings in labour export activities.

During the session, members of the committee also agreed with a draft law on offering, receiving and transplanting human organs under which the private sector is permitted to set up a human organ banks.

They said that the regulation will help the private sector be involved in the healthcare service and encourage scientific research of individuals and organisations.

The draft law requires the Government to strictly regulate the private sector's establishment of human organ banks.
